Four private emission testing centers (PETC) were accredited by the Department of Trade and Industry (DTI) in Bicol as of January 2003 pursuant to Republic Act No. 8749 otherwise known as the Philippine Clean Air Act of 1999.

DTI regional director Jocelyn L.B. The four emission testing centers accredited are the following: Magayon Emission Center- San Isidro, Iriga City; Magayon Emission Center- Travesia, Guinobatan, Albay; Magayon Emission Center- San Lorenzo, Tabaco City; and Caleb Motor Corporation (Mitsubishi Motors Naga) - Diversion Road, Naga City.

The Sunrise Emission Center in Daet, Camarines Norte is still being assessed by DTI for accreditation. "After DTIs accreditation, these PETCs will apply for authorization at the Department of Transportation and Communication," Blanco added.

Under the Act, the DOTC is mandated to implement the emission standards for motor vehicles authorized private emission testing centers duly accredited by DTI and formulate (together with DTI) a national motor vehicle inspection and maintenance program that will promote efficient and safe operation of all motor vehicles, Blanco said.
